That's not cool. Once you are initiated into Chi- O, you are Chi-O for life. If she really did do this, shame on her. Just because the chapter is closed, doesn't mean a thing. When you join an org., you join it nationally, not just on a chapter level.
It is definitely looked down upon. I'm assuming the Deltas don't know she IS a Chi-O, because I'm 100% sure this wouldn't fly with them and would probably result in the revocation of her membership.
As a matter of fact I'd love a Delta's (or other NPHC's) input on the situation.
