There should be advisors that she could talk to about the incident if she can't discuss it with the officers involved. If the advisors were involved, then there should be some sort of regional officer that oversees the operations of the chapter. Even if this was a 'standards board' conference, the circumstances surrounding it and how it was conducted sound inappropriate.
