I think USC is in the process of doing something where seniors get first priority, but right now it's first come, first serve. Except for the Clemson game, which is done by lottery to avoid people spending the night on the street and stuff.
And yes, you can get them at the actual games from people selling them on the roads or sometimes there will be an add in a newspaper.
