As far as number of NIC fraternities and NPC sororities Penn State has the most, as far as number of students involved I believe it's Indiana U. (Actually it's Illinois, thanks Valkyrie & BSU PhiSig.)
Now if you are talking about how many sisters are in a chapter, and influence on the school, I would say Bama & Ole Miss are pretty close based on what I've read here.
Something you should keep in mind though, is that many of the sororities at Southwest do not have chapters at Bama, and none of them have chapters at Ole Miss. Even if you do join a group at SMSU that has a chapter elsewhere, many sororities require you to take a semester to affiliate (i.e. you cannot be active in the chapter right away). So you would be looking at the Greek system as an "outsider" rather than on the "inside."
