Why in hell's name anyone would want to go out with someone already in a relationship is hard to see - if they cheat on him/her why on earth wouldn't you think they'll cheat on you in their usual morally bankrupt manner!
And as for just hooking up with someone in a relationship as your designated **** - the reason people don't do it is called integrity and if you wanna be a home wrecker then you're not a very pleasant person are you?
