Regardless of our opinions of hazing laws, the fact stands that this is hazing according to the rules. It doesn't matter if the group is not affiliated with a national group since hazing laws are enforced everywhere (including workplaces, high schools, etc.) This really is just the thing a university needs to see to finally get rid of Greeks altogether.
