Not in a local but went to a university with 5 locals and 5 NPC groups. The locals held the exact same clout in Panhellenic as we did, and the university didn't look at them in any different light. BUT, they are also known for more risk management and hazing issues than the NPC groups are....whether the NPC groups hide it well or are actually following all of their rules, I'm not sure. When I was in school, there was a ton of talk about making the locals go NPC, and I understand the rationale in that it takes some of the responsibility for "watching over" them off of the University, but if you have locals, its the price you pay.
There was no local greek council. The point was to have everyone in the same system.
