Actually the underlying reason for the ban on foreign language postings was not so benign...... There has been some pretty nasty things posted by both the Palestinian Students Assoc. and Hillel with insults and racial slurs used by both groups, mostly over the construction of the new Jewish Students Centre by the AC (the building that used to be there was a dinner that the owner used to let the Palestinian Student Assoc meet at.) Some complaints had been brought forward to Governing Council, but it was determined that both groups did not support or tacitly approve of the posters in question (ie. it was the actions of individuals), and in many cases the people posting were not even students at UofT (mostly York or Ryerson students when caught and questioned)..... so a recommendation was handed down that it would be far easier for the student body to monitor the content of postings if the majority could read them, and hence SAC decided that if everyone (hopefully) could read them, maybe it would be easier to stop hateful postings (like the anti-gay ones three years ago).
