Easy- first of all we never have all 180 come to chapter. Ever.
2nd- when discussing something, it's not a free for all. You raise your hand, do pro con pro or something like that, and it's done. Definitely not an open forum. By having rules we keep things efficient and we're in and out in avg time, about 1.5 hrs.
