From what I've read of the bylaws thus far, they should be able to remain in the chapter until they graduate as long as there is no panhellenic rule on your campus to prohibit doing so.
My chapter is having the opposite problem: we have a girl who is going to graduate a semester early and wanted to circle out with the pledge class above her. The rule in the bylaws states (from memory) that a member can't circle out until the pledge class from her freshman year circles out.
