In agreement to all that has been posted-depends on the university. At my school, almost all legacies are double, triple, even quadruple legacies to the "older" chapters on campus, and usually from the same university. Many of our groups started out as locals in early 1940s-50s and couldn't colonize as nationals until the 60s-70s. They usually take all their legs. But "younger" chapters 70s-80s- have a harder time getting their legs because they aren't as old and usually the person they are a legacy to went to a different university and so they are more open to greek in general.
Some groups on our campus will cut you if you are a legacy to something else, simply because they can only invite so many girls and if you aren't their legacy why do they want to invite you back? But others do not. So tell your sister to keep an open mind, and she will go where she belongs.
