If I'm understanding you correctly, it doesn't have anything to do with remaining local or not (unless the advisor has other ideas). It sounds like it has to do with joining the College Panhellenic on your campus, prbably as an associate member. I believe some CPH's allow the locals to be involved in some way but we didn't have locals on my campus so I'm not sure how it works.
