Kappa Alpha Theta has 16 active college chapters in California currently.

I was browsing the National Panhellenic Conference (NPC) website to see if there were any references you could read about expansion policies but couldn't quickly find anything.

Here's some info from Theta's site that might be informative:

The extension committee of the National Panhellenic Conference serves as a clearinghouse for colleges, Panhellenics, and individual fraternities in the field of extension. All NPC groups have agreed upon fair and orderly extension procedures, which are directed by the NPC extension committee.

The extension committee of NPC will assist any campus wishing to add an NPC sorority chapter or establish a Panhellenic system. Any individual, college Panhellenic, or local sorority needing information should contact NPC.
(Of course, this info just pertains to NPC groups, which may or may not be what you're looking for! Sorry if my assumption was presumptious.)
