FYI just in case you didn't know...there are sororities within the NPC that have chapters in Canada and one sorority that has a chapter in Europe, thus making those organizations INTERnational.

It's not about state policies. Campuses will not expand if there is no room or no need to expand. Organizations will not put in the time and effort for expansion if that's the case. It's as simple as that.
