I think it depends on the status of the chapter too - if the chapter is one that's very desirable a lot of sororities will say "well of course she will want ABC, because everyone wants ABC." If it's a sorority that is not as popular, they might take a second look at her.
Not that this doesn't suck for the rushee too - just cause the chapter is popular doesn't mean it's the one she wants.
