I heard about this while driving to work this morning. The man charged with kidnapping her has been arrested 13 times. Most of them for drug possession but he had been arrested before for kidnapping/imprisonment. He kept getting released early from jail for "good behavior".
In the past two months, we've seen two young girls (girl from North Dakota) kidnapped by men who had been previously arrested for this and released from prison early.
