Speaking from experience - you might want to contact the alumnae coordinator (or whatever she is called) at your national headquarters and ask if anyone else in your area has expressed interest so you can all begin it together. I say this because you say you aren't interested in being prez - you might end up with it anyway if you are the one to make the contacts and such.

It is very hard to get one started and even harder if you try to do it all on your own. I know how it is to want to have an alum chapter, but you can only do it if the interest is there.
