It happens often, I think. Alpha Gam had an ADPi ED for many years. Her successor was an Alpha Gam who had most recently worked for AXiD. The current ED is a Theta (and the Foundation ED is a DU).
What's important is having someone who is good at administering the headquarters of a fraternal organization that has many, many volunteer member/leaders (and never enough money!). A non-Greek (gasp!) who had the administrative experience could do it (but then she--if a she!) could be initiated.
I've always wondered how they handle orders for printed rituals and paraphernalia -- but come to think of it, the people at the printers or at the paraphernalia-makers aren't members. (In these days of "every computer is a publisher" obviously the ritual can be printed in house, but not so long ago that was type-set at a printshop.)
