Stupid question: but how would I know if it's a bad neighbourhood? (in general, not neccessarly just for Chicago)

I highly suggest purchasing some travel books from the 'Let's Go" series. They are written for young people and have lots of advice and suggestions on CHEAP things. I would have never though to eat at the USDA cafeteria in Washington D.C. without it. There is also a whole section on bar and night life.
