Every group has different definitions for what is considered a legacy but I would doubt that having a cousin in a group makes you one. I can speak only for Pi Beta Phi, but we define legacy as having a sister, mother or grandmother. Step-sister, half-sister, Step-mother or step-grandmother is not automatically a legacy but chapters may vote to include such blended family relationships the same.
I pledged as a legacy since my sister is also a Pi Phi in the same chapter.
