Hi,
As the outgoing MAL for Iota Gamma (I graduate in May, woo hoo), I can say that impartial and fair are two things that should be at the forefront.

You also have to be prepared to be the bad guy sometimes. It ain't always easy. The MAL sometimes has to be the bad one and take disciplinary action. It helps when you have an awesome J-Board like the Iota Gamma J-Board. You have to be willing to listen to all sides and not make personal judgements. The good of the chapter and the good of Phi Sig is what counts.

So, the qualities that I think are important are:

fair
unbias/impartial
dedicated
organized (spread sheets and MS Excel are wonderful things)
knowledgeable about the rules (both local and national)
willing to ask for guidance if you aren't sure

That's my 2 cents.
