Schools are expected to make sweeping changes w/o any additional funding from the national gov. ARRRRRRGGGGHHHH as a student teacher, this topic sets me (and the entire education dept. at my school) completely off!

and... to cut funding for schools with students who aren't performing is just nuts. Perhaps they aren't performing because they have large class sizes, kids who are malnutritioned because of poverty, kids who have to walk through gangs on the way to school... A friend of mine has a Down's Syndrome child who will be tested the same as her daughter who has an IQ of 150!
I really think all politicians need to spend a few months in reality to understand what's going on out there.
