I think that a lot of this has to do with with how dependent a city is on automobiles. Most cities in Texas were developed after World War II, and are completely car dependent.
Something that I noticed when I lived in Florida, was that people will drive around in a mall parking lot, for 5 more minutes, to find a parking space that is 1 minute closer by foot.
