we had the same problem

we instituted a scholarship program within our chapter, like enough to cover books or something, nothing huge. one for the highest GPA and one for the most improved GPA. we also have other benefits for those who raise their own GPA, as well as penalties if your GPA goes down (except in serious personal issues - long-term sickness, etc.). social priviledges were taken away, as were date party, formal, and other major events in the semester. as for privildges, sisters with the highest percentage of As out of all their semester grades that semester could get a prize.... a $10-$20 gift certificate, or a movie night with the other "winning" sisters, etc.

we've only been doing this for one semester now and we havent gotten in chapter GPA for last semester, so i dont honestly know if it is working, but it seemed to help, at least with the majority of our sisters.

ETA: we also took away the priviledge of taking a little. that hit alot of the girls hard enough to get their booties in gear...
