Basically a colony is a group working on becoming a chapter by learning about the organization they plan on affiliating with and learning how to run a chapter (everthing from how to recruit to how to handle chapter finances, etc.). During the groups time as a colony they work closely with national to make sure they learn everything they need to flourish as a chapter. When the national organization feels they are strong enough they become a full-fledged chapter.
