They killed a racoon. I am sure they didn't know it had rabies. People hunt all the time and eat, deer, rabbit,quail, squirrel and yes even racoon. Is the issue they killed it on fraternity property or didn't get it tested before they ate it? Hunting or trapping isn't illegal as far as I know and not cruelty to animals either.
