Where is Clarksville? Not sure.
Many of these Laws (Quote, UnQuote, "While are on the Books are so antiquated") that they are ignored by the whole State!
Maybe it is time for some resposible people to step up to the plate and say whoa! These Laws that were enacted in 1862 were for a purpose, but are they now!
Some that are being taken off because they had become a joke depending on which State and Area of teh Country were:
Cant spit on the sidewalk, Motorized Vehicles must not sound a warning sign (horn), or must pull over to give The Hourse Carrigages The Right Away so not to scare them!
Dont just complain about it, maybe try to do something to get these Stupid Laws Off Of The Books!

Get The Rest of the Soroities To work with you and Present it To Your Nationals about what you want to do! They might say NO, but, stand by Your Convictions and try it! You will get a lot Of PR if you do it and utilize the Media!
