As someone who worked for awhile with the colony at USI, I can tell you that the campus's support was not at issue. The Greek Advisor was very helpful and always willing to help whenever we asked. The NPC was not very panhellenic, and when you have a new group come in, and another sorority just spreading some AWFUL rumors about it, you're going to have some trouble.
I personally don't think that USI can sustain another sorority at this time, unless the NPC really buys into another sorority joining their campus and embracing expansion. I know when I helped with recruitment there, the atmosphere amongst the sororities was tense to say the least, and many of the sorority women wouldn't even bother saying hello to each other, let alone wishing good luck. Without an NPC that supports each other, you can't hope to expand.
