Generally speaking, if you are rejected, for whatever reason, you will be notified in writing by the chapter. It may be a simple "You did not meet our qualifications." You can ask the chapter's president why you were not accepted. However, you cannot and should not know why someone else was rejected.
Each organization tells applicants what the specific requirements in a manner prescribed by the organization. And each organization has specific means for evaluating applications which we cannot share with non-members. Acceptances and denials are not done arbitrarily.
