I don't think it was usi's fault or anything, but the administration's lack of support doesn't create a very greek friendly environment.

That's really no excuse. My colony faced a similar situation at one point. Our recruitment numbers sucked and we weren't even growing from semester to semester. HQ had been hinting they were going to close us. So basically, myself and a few other guys got a table at the student union, put a bunch of Sigma Nu stuff on it and proceeded to recruit random people. After a few months of doing this, we netted 15 guys.

Instead of waiting around for things to happen (rush), we took ownership of the situation. We did what needed to be done and were successful. Looking back on it, I don't think it was that hard to see what was needed.

Yeah, it took personal sacrifice and tons of our time away for a few months. But a price must be paid for a colony to succeed.

NPC/administrative support is just not an excuse to fail. If they're not in your way, obstructing your success, I'd say that's about the best you're going to get in most places.
