Since most new members are freshmen and most are naive in general, they are the ones that need to be informed on what hazing is all about. The video is just a reminder for the older girls even though they've seen the video before.

What could it hurt?
With all the discussion GC has had on hazing, anything that helps distinguish-remind-reinforce exactly what hazing is would be money well spent IMHO.
What does a video like that run anyway?
