We don't have any rules. Most of our girls I don't think even realize that you can order a dangle and a chapter/crest guard. I know when I got my chapter guard a lot of people were like "oooo" cool.
I would also look at what Internationals has to say about this. I can't think of anywhere I have seen you can prevent women from ordering badge extras.
I would look into things a bit more and maybe contact your regional person.
