We have this rule too, but I don't know if it's a national one.

I think it's more common at big universities where a lot of people don't necessarily graduate in four years. At Wisconsin, the running statistic is that 75 percent of students graduate in SIX years (I assume this includes nontraditional students/part-time students but it is still somewhat frightening), so if each GLO was allowed to keep their girls for that long we'd end up with a very, very high total.
