Ok, at both USC and ASU, probably all but one frat party I've ever been to (and trust me on this, I've been to ALOT of frat parties!!!) have had a guest list for the guys while any girl can pretty much get in. One year, for a Sigma Chi party though, there were so many people that you had to either be friends with the doorperson or on the guest list....luckily my friends were friends with Sigma Chi guys so I got in without a problem!
Oh...and at USC mixers/exchanges are generally closed off to those not in the sorority or fraternity participating (although occasionally a brother or sister of a member will be in attendance). At one of our exchanges this year at ASU though there were girls that weren't even in KD there though!!

As for the issue of high school girls, I'm sure they could get in just fine!! Neighborhood people would definitely NOT be let into any USC frat party (given that it is in the ghetto, the non-students were ummm kind of ghetto!)

Sidenote...I can't believe all of the schools that have closed parties....that would totally suck...frat parties are a blast!!
