The Chi Omegas didn't break the letter of the law (assuming there was no rule that said the shirts couldn't be altered) - but they did break the spirit of the law.
The idea was that no one sorority would stand out because of what they were wearing, right? So that the PNMs would make their choices based on the sisters and the sisterhood, not how cool their t-shirts are. I'm sure the "alterations" stood out in at least some PNMs' minds - for better or for worse.
