If you're talking about the 'official' plates like many colleges have, Georgia doesn't have one for Phi Mu -- or any Greek organization, it seems. If you contact the Special Tags Unit of your state's Department of Motor Vehicles, I'm sure you can find out what is required to add Phi Mu to the list of specialty plates offered. Try going to
