In my chapter, there was a great girl who rushed one year, and made it very clear she wanted Alpha Gam. She was a DZ legacy though, and in our chapter, we simply did not cut legacies...and we liked her so she came to our pref, but single-intentional-preferenced AGD. She wasn't high enough on their bid list, though, and so she went bidless. The next year, she went through recruitment again, but this time, she was not invited to AGD's pref. Again, she was a legacy, so we invited her to our pref, knowing she didn't want to be a DZ, and that if she accepted our invitation, she would be one of our sisters.
In the end, she did get a bid, and became initiated. It was always very clear that she was not entirely enthused, and I think some of my chapter sisters resented her for it, because we knew there were women who desperately wanted to be DZs that didn't get a bid because she took their place on our bid list.
Other than that isolated situation, we had other women get bids their second time through formal, and no one ever had problems with those women.
