My chapter never looked down on that. Our recruitment is so big that we usually do not remember whether or not a girl went through rush the year before. We've had a few girls join our chapter after being cut during their first recruitment. Many times, we liked these girls but couldn't take them because of grades. After raising their GPA, they go through again and we're able to take them.
Like Achtung said, the only time we'd probably look down on it is if a girl pledged us, dropped, and then went through recruitment again. Luckily, that never happened while I was a collegiate member.
