Notice I didn't say "4TH" down.
The Rouge is actually a defensive play, if you can't get the ball out of your endzone, you take a one point hit as opposed to recovery by the offense for a touchdown. basically if there is a scramble in the endzone where possession is up for grabs, you would kick the ball out of the endzone and give up a point, or fight for possession and possibly give up 6. If the liklyhood of you making it out of the endzone is slim to none, than kicking the ball out is the best option, cause even if the ball is recovered if you don't make it out then you give up one point.
