Most of that scene was cut in the final release; a photo book containing the script released by National Lampoon (long out of print and a collector's item) shows Bluto pouring the mustard down the front of his toga. He later parades around the house with his now mustard-yellow toga chanting, "I'm the goddamned mustard man! I'm the goddamned mustard man!" I guess test audiences didn't quite understand it so it got snipped.
