Frater,

What is the chapter's situation? Do you a budget for brotherhood events? Is there something that you think might be the root cause of the lack of brotherhood? (things like hazing, excessive drinking, fraters who stand off alot, stolen girlfriend, mistrust, outside influences...)

I would say the best way to solve any brotherhood issue is first to find out why it exists. Get togeather with someone like the Prytanis or a few people, just remember small group and what you talk about doesn't leave the room, discuss everything, no holds barred, and remember that it's for the betterment of your chapter.

You want to do this with people who aren't going to get upset that say their excessive drinking leads to them making an a$$ of themself and pissing others off (which seems to happen alot in some places)

In my opinion fixing brotherhood through events alone will only cover the problem, and keep it going unless you figure out why it's there, and fix it.

The actual results of your efforts may not happen for a year or two, it may take the majority of your chapter to graduate and teach the new guys better for it to pay off, but it does pay off, and when you come back to your home chapter and you see it better than when you were there, that's what it's all about.
