One thing to remember with National sororities is that they have to be invited to join the campus (at least that is how I think it works with ADPi). Someone can't just say I want to open this chapter and do it. The school has to petition to colonize a national sorority, it then usually petitions a few chapters who present proposals and then the school usually chooses one. Now all of this is what I've heard from previous colonizations.
I'm sure it is much more detailed and stressful but check with your schools greek life office and find out the specifics. You then need to find other girls who are interested in joining greek life to help you petition a sorority. Check out the national websites too for information. Most websites allow you to send a message to someone in the executive office and they will respond to your inquirey.
