If you transfer schools and your National, but you don't have a chapter, what are you going to do? Sit around all day and suck your thumb- heck no! I love being Greek, and I know too many sisters who had to transfer from my school and got locked out of the Greek System and it killed them. I have also met people who have pledge really horrible orgainzations, who were lied too, mistreated and then ended up hating Greek life, wishing years later they could affiliated with other orgainzations. Like I said I have never, and will never do it, but I undersatnd why some people do.
This is another example of how WGLOs differ from BGLOs. If a person pledges Phi Beta Sigma or any other NPHC fraternity and they end up transferring to another school that either does not have a chapter or that has an inactive/suspended chapter, that person is still a Sigma. I have seen BGLO members represent even if they are the only member of that fraternity or sorority on that campus. You just can't just jump ship because you are no longer at your original school. You join the organization as a whole, not just that chapter. If you can't stand on your own two feet as well as with your Frat or Sorors, then you need to reevaluate why your joined a fraternity or sorority in the first place.

On the same token, many BGLO chapters tend to embrace transfers. If someone transfer to your school that joined elsewhere, they are still a member of your organization. It does not matter than they didn't join at your chapter. But again, that is where BGLOs and WGLOs differ.
