Even if a pnm is a legacy for another group, if we want her, we try our hardest to get her...unless she has made it defintely clear she wants them and not us! As previously stated on numerous occasions, legacies don't always WANT to pledge the relative's group.
This could also apply to when another GLO's "friend" rushes...maybe she wants some new friends!
