Speaking as a very experience ebayer, that's not necessarily true at all. I generally don't leave feedback until I receive feedback from the buyer- this lets me know that they received the item and are happy with everything. Or, if I hear from them in an email I will gladly leave them feedback. I have received several crappy feedbacks from people who didn't bother to contact me about a problem. If it's been a month and I haven't heard from a user, I will generally leave feedback anyway b/c I do believe in leaving feedback. But sellers REALLY can get burned if they just instantly leave positives.
Feedback matters much more for sellers than buyers. When you buy something, you have the chance to look at the seller's feedback before you buy it. As a seller, I can't possibly check all of my bidder's feedback. Feedback matters fairly little if you're not selling anything.

VERY VERY TRUE. If it's suspicious, don't buy it! Check to see their feedback left as well.
