My issue is will our Military Personnel in the trenches of Iraq really get to see the $66 billion that is alloted to them???
'Cuz if not, I can think of better infrastructure restructuring devices than building an oil pipeline...

Like, how many ICBM's nukes can one buy from N. Korea for $87 billion?
