Good question though!
My campus is the same, minimum for recruitment, different at each house varying from 2.5 up to a 3.0. It is also different for college GPA and HS GPA.
Some chapters are allowed to take "grade exceptions" where they can pledge someone under that chapters minimum GPA but there are not many cases for this, and I don't hear of it happening much unless a chapter just falls in love with a girl and they can't bear to have bid day without her!
That, btw is a great feeling for that girl!
