To expand upon what SmartBlondeGhB said, yes, most campuses have a minimum GPA to participate in recruitment and they will pass the information on to chapters who all have their minimum requirements of new members.
Your campus panhellenic should be able to tell you the range for chapters on your campus. As a transfer student, both your high school and collegiate grades will be looked at, but collegiate grades, even at a different school will be more heavily weighted. If you had good grades at the school that you are transferring from, it should be just as easy for you as an incoming freshmen. In some ways, it might even be easier because you've proven that you can handle the academic workload at the college level.
