Excellent Question!

Of the five targets, I would present Education. I chose education because I believe with better education, comes the prospect of obtaining the other targets: health, economics, black family and access to, or better appreciation for the Arts.

I would implement my program by targeting the major urban cities in our nation. My approach would be unorthodox in nature. Instead of focusing on the skills or deficiencies of the students, I would concentrate on the family unit and the environment the child faces once he leaves school. Inarguably, student home life has a direct effect on the success of the child in school. I would first attempt to fortify the relationship between the parent(s) and the student. I would then attempt to assess the mental health of the parents and their ability to assist the student with classwork and homework. Next, give the parents some skill-building instruction and reinforce the importance of their childrens education and success in school. Upon completion of "my program" , we would discuss the best strategy for eliminating the childs deficiencies (sp?).

I choose this approach with respect to the old Chinese saying---
"Give a man fish, he eats for a day, teach a man to fish, he eats for a lifetime".
