I don't have the Green Book in front of me, but I'd be willing to bet the rent money that Panhel cannot enforce this. Everyone is entitled to Quota/Total, whether it's through Formal Rush, COB, or Informal Rush.
If this is indeed going on, I would suggest that you contact the NPC immediately!
